Exact-day aircraft measurements over Virginia found power-plant-derived sulfate in the transported residual layer while the blackout sharply reduced sulfate precursors and particle scattering farther north. The paper concludes that transported power-plant emissions played a dominant role in the eastern regional haze. This supports regional secondary PM as a possible mechanism for Richmond's same-day episode, but it does not apportion Richmond's monitor value.
